Oklahoma becomes the next state to ban sweepstakes-model casinos on November 1, 2026. Senate Bill 1589 became law when the Legislature overrode the governor’s veto on May 14, 2026.
What the law does
SB 1589 amends Oklahoma’s gambling statute (21 O.S. § 941) to define online casino games. It treats any currency in a dual-currency system that can be exchanged for prizes, cash or cash equivalents as a “representative of value”. That brings sweepstakes casinos inside the state’s gambling-game offense.
It isn’t limited to operators. According to the enrolled text, geolocation providers, gaming suppliers, platform providers, promoters and media affiliates that support these games also commit a Class C2 felony, punishable by a fine of $500 to $2,000 plus imprisonment.
What players in Oklahoma should expect
Operators whose rules don’t already exclude Oklahoma will likely update their terms before the effective date. If you have a balance at a sweepstakes casino, check the operator’s notices for how it will handle Oklahoma accounts and redemptions.
