Oklahoma sweepstakes casino ban: 187 of 234 casinos’ state lists still leave Oklahoma off

Oklahoma’s sweepstakes casino ban takes effect November 1, 2026. We read the excluded-state list in 234 casinos’ own rules. 39 name Oklahoma, 5 have published an exit date and 187 still leave the state off, Chumba Casino and Stake.us among them.

Eleven days before Oklahoma’s sweepstakes casino ban takes effect, 187 of the 234 sweepstakes casinos in our directory publish an excluded-state list that does not name Oklahoma, and have published no date for leaving. Only 39 (17%) name Oklahoma as excluded in their own rules, and 5 more have set an exit date between October 29 and November 1. Among the best-known brands, Chumba Casino, Stake.us, Crown Coins Casino, Zula Casino and Global Poker still leave Oklahoma off their lists; Modo.us, Pulsz and McLuck name it. Senate Bill 1589 takes effect on November 1, 2026.

Data as of October 21, 2026: every list that did not name Oklahoma in our records was reopened that day. Michigan, which has no sweepstakes statute at all, is named by 229 of the same 234 lists (98%).

Chumba Casino, Global Poker and LuckyLand Casino are run by the same company, VGW, and their three rulebooks carry the same state list. The Chumba Casino, Global Poker, Spree and WOW Vegas documents could not be loaded by our automated reader on October 21, and the LuckyLand Casino and Fortune Wins pages loaded without their rules text, so those rows rest on the check date shown.

Most of the changes are recent

Ten casinos added Oklahoma to their lists after our previous read. Seven of the documents are dated October 14 to 20: McLuck, Hello Millions and SpinBlitz (help articles edited October 14 and 15), Rolling Riches (October 15), Tang Luck and Carnival Citi (October 16) and CrashMania (October 20). 1UP’s rules are dated September 29; GoldSlips and MonkeySpins do not date theirs. The 39 casinos that name Oklahoma include these ten.

Of the 187 lists that still leave Oklahoma off, 46 are in documents dated before the Legislature overrode the governor’s veto on May 14, 2026, 93 are dated after it, and 48 carry no date. One more detail sits outside the list itself: Pulsz Bingo’s terms of use (September 1, 2026) do not name Oklahoma among restricted territories, but say certain promotions are limited for players based there.

The Michigan comparison

Michigan has no sweepstakes-casino statute. Its Gaming Control Board treats unlicensed online casino games, sweepstakes-style sites included, as illegal under state law, and on October 8, 2026 it announced cease-and-desist letters to 33 offshore operators offering “online casino games, sweepstakes-style games, and sports betting”. Runewager, one of the 33 and a casino in our directory, already lists Michigan as excluded; its terms do not name Oklahoma.

Michigan Oklahoma
Sweepstakes-casino statute None (regulator action under general gambling law) SB 1589, in force November 1, 2026
Casino lists that name the state 229 of 234 (98%) 39 of 234 (17%)
Lists that leave it off 2 187, plus 5 with an exit date

What a state list does and does not show

An excluded-state list is what the operator published on the document’s date. A casino can block a state by location checks without naming it, and a list that leaves a state off is not evidence that the casino will serve players there after November 1. Exits can also be announced outside the rules: Sweepsy reported on October 14 that Baba Casino would end Sweeps Coin play and redemptions in Oklahoma on October 21, but the Baba rules we hold do not say so, so Baba is counted among the 187. Our exit count only includes dates in an operator’s own published document. Some operators publish the same rules for several brands, so a count of casinos is not a count of companies. This article reports what the documents say; it is not legal advice, and it makes no prediction about enforcement. The Oklahoma law summary covers what SB 1589 does, and our Oklahoma sweepstakes casinos page shows the state’s current list.

Methodology

The 234 casinos are every sweepstakes-model casino listed as operating in our directory on October 21, 2026, the same set our state pages use. For each one we take the excluded-state list from the operator’s own rules, terms or help centre, with the document’s date. We last checked those records between September 24 and October 20, and reopened every list that did not name Oklahoma on October 21 in a headless browser; 18 of them could not be loaded and a few loaded without their rules text; those rest on the earlier check. A dated exit counts only when the operator’s own document gives the date. The Michigan figures use the same 234 lists. The full state-by-state table is on our state restrictions research page.
